Sounds like the government to me. If the military say, “they don’t belong to nearby bases, ” doesn’t mean they don’t know who it belongs to. Pay attention to how things are said. Not belonging to any nearby bases doesn’t mean they don’t belong to the military.

Just a little internet searching and you’ll find that there are 5G antenna latency drones scanning wireless networks. Private companies have the autonomy to fly drones in their coverage areas.
